
If people's representatives vote for the adoption of the bill, the fine for incorrect mileage will range from 8,500 to 34,000 hryvnia. The runs will be monitored by the National Police of Ukraine.
Bill No. 10216 provides for the introduction of administrative liability in the case of “falsification of the mileage of a used vehicle for the purpose of sale to third parties discovered during the registration (re-registration) of the vehicle.”
“The bill will help prevent possible falsifications in the mileage of a used vehicle and will help protect buyers from purchasing a vehicle that does not correspond to reality,” says the explanatory note to the draft law.
If falsification of mileage is discovered for the first time, the person faces a fine of 8,500 to 17,000 UAH. If the same violation is detected a second time within a year, the fine will range from 17,000 to 34,000 hryvnia.
The draft law does not say who exactly will be held responsible – the owner of the car or the person who personally interfered with the odometer readings. The procedure for repairs and maintenance, which involve such interventions, is also not prescribed.. What should a car owner do if the odometer is out of order, the “second circle” is running, or the dashboard needs to be replaced?
In addition, such a legislative initiative contradicts the concept of simplifying and digitalizing public services. Currently, testing of re-registration of cars through “Dіyu” continues, without a visit to the service center of the Ministry of Internal Affairs. The need for national police to record odometer readings may make this procedure difficult or impossible.
